Since launching its digital transformation ministry in 2019, Ukraine has built “Diia,” a super app used by more than 23 million citizens to access documents, pay taxes, register businesses and even marry online. Now, amid war, officials are pushing further, aiming to evolve from a digital state to what they call an “AI-native” state, where government services anticipate citizens’ needs while safeguarding security and data sovereignty.
